Our team has a unique and proven track record of providing innovative solutions to satisfy complex State & Local Emergency Management Agencies, First Responders, DOD and National Guard requirements at all levels. The Emergency Management offerings outlined below have been developed through a mixture of current Army National Guard, State & local Emergency management & First Responder specifications, past experience, ongoing work with numerous states, and engineering excellence.
While minor customization is typically undertaken to tailor the most effective emergency communication solutions for each state, an overview of our team’s offerings can be broken into the subsets of Hardware, Services, and Software/Applications.
Hardware
The team’s hardware offerings provide the solution for a variety of communications needs and scenarios. These include solutions suitable for use at and around an incident site as well as deployable augmentations to existing terrestrial facilities. Among this diverse set of solutions are:
MOBILE SITE COMMAND SYSTEMS
Mobile Site Command Systems (MSC) are for customers that require a mobile deployable platform for emergency response voice, video, and data communications from one or more incident sites. The focus of the MSC is to provide effective communications both at an incident site (horizontal) and from responders at the incident site to their respective chains of command (vertical). The MSC solution may be subdivided into the five Flexible Modules categories of:
Command Post Integration Module
Facilitates and provides comprehensive, secure, and trusted voice/video/data environment for all DOD, State & Local Emergency Management agencies, NG and forward-deployed personnel. At each states or DOD’s discretion (typically on a per-state/per-incident basis), CP Integration components can provide secure, accredited desktop environment for non-DoD and non-DOD first responders.Support Equipment Module
Provides the delivery method and operational environment for communications activities. Typically provided within either integrated trailer or ruggedized container form factors.Reachback Connectivity Module
Provides satellite and/or long-haul wireless connectivity from an incident site back to First Responders facilities, nearby incident sites, and/or surviving terrestriĀal broadband networks.Incident Site Communications Module
Provides voice communications capability to first responĀders and organizationsā command elements.Voice Interoperability Module

ROOM IN A BOX (RIB)
Room In a Box (RIB) is the solution for customers who require full video teleconferencing (VTC) and collaboration capabilities in a ruggedized, mobile, and/or easily transportable form factor. Designed for mobile Command & Control (C2) and deployable classrooms requirements, the RIB contains every major component of a typical VTC communications/ collaboration suite, including: codec, cameras, microphones, telco interface, projector, speakers, DVD-R, VCR, PC inputs, and control system.
The RIB’s touchpanel offers full simplified control of all aspects of the communications suite. Additionally, the touchpanel has capability for both PC and video preview. In an instructional or presentation environment, the touchpanel may be used for full annotation of PC content on any connected computer. In addition to being displayed locally, this annotated PC content is transmitted to all VTC participants when in a call.
Optional cases utilized within the RIB solution include: Network Gear case, Secure Network Gear case, Satellite Gear cases, and Laptop cases.

IC-360
The IC-360 is a compact, self-contained ruggedized case that allows first responders to provide incident site and terrestrial command centers with immediate voice, video, and data from any remote location.
IC-360 is portable, uses AC or DC power sources, contains internal batteries for independent operation, offers multiple forms of redundant connectivity, and provides a full set of critical voice, video, and data communication tools. The IC-360 integrates cleanly into existing and emerging emergency management applications, tool suites, and architectures.
With a DOD-standard Panasonic Toughbook and satellite/cellular phone at its core, the IC360 is the solution for Unified Search and Rescue, remote LNOs, and other forward-deployed First responders that may or may not have access to existing or surviving networks.

Services
The team’s suite of service offerings enable and complement the equipment functions and roles defined within the NGB NGCE, FEMA, DHA & Emergency Management requirements. Within each organization, it is vital that each agency provide the tools and emergency response solutions in a timely manner to optimize organizational and operation efficiency.
Below is a partial listing of service areas in which the team has proven First Responder, Emergency Management & National Guard expertise in the definition, design, implementation, and operation/maintenance of networks and applications related to Emergency Management requirements:
- Incorporation/adoption of DOD, National and State Emergency Management and NGB standards

EMERGeNCY MANAGEMENT SOLUTIONS DESIGN
Comprehensive design and specification of both deployable and terrestrial site hardware/ software solutions. All systems are designed toward ongoing maintenance of state DOD, Emergency Management and NG network’s DITSCAP accreditation. Typically, this design process includes:
- Adoption/ customization of deployable communication solutions for incident site command systems
- Terrestrial site facilities design (NOCs/ JOCs/ VOCs/ EOCs)
- Terrestrial site physical security enhancements (CCTV, access controls, etc.)
- Terrestrial site power availability enhancements (generator/ UPS, transfer switching, etc.)
- Physical Network Optimization/Expansion (wired, wireless, long-haul wireless, and satellite)
- Network Convergence and IP voice/data migration
- Authentication Architecture (Certificate servers, CAC readers, AAA servers, etc.)
- Secure, trusted interconnection with state-specific non-DoD networks (states’ emergency management agencies et al.)
